Language planning criteria have been set out by the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media under the Gaeltacht Act 2012. Criteria are set out for Gaeltacht service towns, for Irish language networks and for Gaeltacht language planning areas.

Gaeltacht Service Towns

  1. An organisation, chosen by Údarás na Gaeltachta or Foras na Gaeilge, as the case may be, under subsection (5), (6), (10)(a) or (13)(a), as appropriate, of section 9 of the 2012 Act, to exist to prepare and implement the language plan in the appropriate town.
  2. The proportion of the population whose spoken language is Irish in the appropriate town, with regard to the impact of demographic, economic and social circumstances in the appropriate town.
  3. The arrangements detailed in relation to providing services through the medium of Irish in the appropriate town.
  4. The provisions of the 1998 Act (the Education Act 1998) in use, as appropriate, to support the Irish language in the appropriate town, with regard especially to paragraphs (i) and (j) of article 6 of that Act.
  5. Primary and post-primary education through the medium of Irish available in the appropriate town, in accordance with the Department of Education and Skills policy, including streams available through the medium of Irish in English language schools and some subjects taught through Irish in English language schools, as appropriate.
  6. Appropriate language policies within the school environment which support the use of Irish as a spoken language outside of the education system in the appropriate town.
  7. Appropriate child care, preschool and family support services, including language support services, available through the medium of Irish in the appropriate town.
  8. Appropriate social activities through the medium of Irish for young people and other age groups available and an appropriate language policy in place for those activities in the appropriate town.
  9. Appropriate opportunities available in the appropriate town to learn and use Irish outside the education system.
  10. How much Irish is used in social and leisure realms in the appropriate town.
  11. How much Irish is used in the business sector in the appropriate town.
  12. How much Irish the local communication media use Irish in the appropriate town.
  13. Appropriate provisions of the Planning and Development Acts, 2000 go 2013, in use to support Irish in the appropriate town.
  14. Public services available through the medium of Irish in the appropriate town.
  15. The extent the general public in the appropriate town support the language plan.

 

Irish language networks

  1. An organisation, which Foras na Gaeilge deems to be representative for the community under section 11(3) of the 2012 Act, to exist to prepare and implement the language plan in the appropriate town.
  2. The proportion of the population whose spoken language is Irish in the appropriate community, with regard to the impact of demographic, economic and social circumstances in the appropriate community.
  3. The arrangements detailed in relation to providing services through the medium of Irish in the appropriate community.
  4. The provisions of the 1998 Act in use, as appropriate, to support the Irish language in the appropriate community, with regard especially to paragraphs (i) and (j) of article 6 of that Act.
  5.   3. The arrangements detailed in relation to providing services through the medium of Irish in the appropriate area.
  4. The provisions of the 1998 Act in use, as appropriate, to support the Irish language in the appropriate area, with regard especially to paragraphs (i) and (j) of article 6 of that Act.
  5.   9. Appropriate arrangements in the appropriate area to support the learning of Irish by preschool children, to support enrolment in Irish language primary schools.
  10. Appropriate social activities through the medium of Irish for young people and other age groups available and an appropriate language policy in place for those activities in the appropriate area.
  11. Appropriate opportunities available in the appropriate area to learn and use Irish outside the education system.
  12. How much Irish is used in social and leisure realms in the appropriate area.
  13. Companies and businesses which provide services through the medium of Irish to the community in the appropriate area.
  14. Employment and recruitment policies in place which are implemented by companies and business in the appropriate area in a way that ensures that they will be able to provide services through Irish.
  15. How much community and cooperative organisations use Irish in the appropriate area.
  16. How much Irish the local communication media use Irish in the appropriate area.
  17. Appropriate provisions of the Planning and Development Acts, 2000 go 2013, in use to support Irish in the appropriate area.
  18. Public services available through the medium of Irish in the appropriate area.
  19. The extent the general public in the appropriate area support the language plan.
